ADVIERTE A SU FLOTA SOBRE GRAVES RIESGOS EN ZONAS DE CONFLICTO<\/strong><\/p>\n<h6>24 June 2025<\/h6>\n<p>La Direcci\u00f3n General de Marina Mercante (DGMM) de la Autoridad Mar\u00edtima de Panam\u00e1 (AMP) ha emitido una serie de advertencias dirigidas a los buques con bandera paname\u00f1a, ante el incremento de tensiones en Medio Oriente, a trav\u00e9s del Aviso Mar\u00edtimo (MMN 04\/2025 por sus siglas en ingl\u00e9s).<\/p>\n<p>La DGMM inform\u00f3 sobre los riesgos de seguridad que enfrentan las embarcaciones que operan en zonas cercanas a Ir\u00e1n, Israel, el Golfo P\u00e9rsico, el Golfo de Om\u00e1n y el Estrecho de Ormuz, como consecuencia del conflicto en la regi\u00f3n, el cual podr\u00eda impactar directamente a las naves y sus tripulaciones.<\/p>\n<p>Ante este escenario, la AMP recomend\u00f3 a las embarcaciones paname\u00f1as adoptar las siguientes medidas:<\/p>\n<ul>\n<li>Elevar los niveles de seguridad y realizar una nueva evaluaci\u00f3n de amenazas antes de ingresar a las zonas mencionadas.<\/li>\n<li>Mantener vigilancia constante desde el puente de mando.<\/li>\n<li>Supervisar estrechamente las comunicaciones e impedir el acercamiento de embarcaciones peque\u00f1as.<\/li>\n<li>Implementar controles estrictos de abordaje.<\/li>\n<\/ul>\n<p>Adem\u00e1s, se emiti\u00f3 otro aviso (MMN-03\/2025) relacionado con el Puerto de Ras Isa, en Yemen, donde persisten riesgos operativos, legales y de seguridad, debido a la escalada de hostilidades y la expiraci\u00f3n del alivio de sanciones por parte de Estados Unidos.<\/p>\n<p>Es importante destacar que, el 4 de abril de 2025, la Oficina de Control de Activos Extranjeros (OFAC) del Departamento del Tesoro de Estados Unidos comunico que no extender\u00eda la Licencia General 25A. A partir de esa fecha, cualquier entrega o descarga de productos petroleros en puertos controlados por el movimiento hut\u00ed, incluido Ras Isa, se considera un apoyo material a una organizaci\u00f3n terrorista designada, seg\u00fan la legislaci\u00f3n estadounidense. De hecho, varios buques ya han sido sancionados por este motivo.<\/p>\n<p>Estas sanciones pueden aplicarse a los buques, propietarios, operadores, aseguradores y financiadores. Por ello, la AMP exhorta a las embarcaciones ancladas frente a Ras Isa a evaluar detenidamente los riesgos legales y de seguridad antes de proceder con el trasiego de hidrocarburos y productos asociados, y recomienda consultar con asesores legales especializados antes de operar en ese puerto o en otro bajo control del movimiento hut\u00ed.<\/p>\n<p><strong>PMA WARNS FLEET OF RISKS IN MIDDLE EAST ZONE<\/strong><\/p>\n<h6>24 June 2025<\/h6>\n<p>The General Directorate of Merchant Marine (DGMM) of the Panama Maritime Authority (PMA) has issued a series of warnings to Panamanian-flagged vessels due to rising tensions in the Middle East, through Maritime Notice MMN-04\/2025.<\/p>\n<p>The DGMM highlighted the security risks faced by vessels operating near Iran, Israel, the Persian Gulf, the Gulf of Oman, and the Strait of Hormuz, as a result of the ongoing regional conflict, which could directly impact ships and their crews.<\/p>\n<p>In light of this situation, the PMA has recommended the following measures for Panamanian vessels:<\/p>\n<ul>\n<li>Raise security levels and conduct a new threat assessment before entering the aforementioned areas.<\/li>\n<li>Maintain constant watch from the bridge.<\/li>\n<li>Closely monitor communications and prevent the approach of small vessels.<\/li>\n<li>Enforce strict boarding controls.<\/li>\n<\/ul>\n<p>Additionally, another advisory (MMN-03\/2025) was issued regarding the Port of Ras Isa in Yemen, where operational, legal, and security risks persist due to escalating hostilities and the expiration of U.S. sanctions relief.<\/p>\n<p>It is important to note that on April 4, 2025, the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury announced it would not extend General License 25A. As of that date, any delivery or discharge of petroleum products at ports controlled by the Houthi movement, including Ras Isa, is considered material support to a designated terrorist organization under U.S. law. Several vessels have already been sanctioned for this reason.<\/p>\n<p>These sanctions may apply to ships, owners, operators, insurers, and financiers. Therefore, the PMA urges vessels anchored off Ras Isa to carefully assess the legal and security risks before proceeding with the transfer of hydrocarbons and related products, and strongly recommends
